It is essential to understand that licenses and registrations expire. This needs to be done in order to maintain the level of security and legitimacy of the subjects in question. From business permits, licenses, IDs, to vehicle registrations, land titles, you need to be careful in keeping an eye on the things that revolve around it.
Here in the Philippines, we have different procedures and processes in renewing different classifications of vehicles. This is done through the Land Transportation Office (LTO) which is the organization responsible for the movement of units involved in land transport.
In this article, we will be detailing the requirements and processes on how one can renew the registration of a certain vehicle. Moreover, the different classifications of registrations as well.
What are the different classifications of motor vehicles in the country?
Although we know that cars, motorcycles, and other public utility vehicles differ in terms of registration, let me break down the different types of classifications of these motor vehicles.
- Private
- Government
- “For Hire”
- Diplomatic
- “Other Exempt Motor Vehicles” (OEV)
- Stolen and Recovered Motor Vehicle
Private and Government
Requirements
- Photocopy of Certificate of Registration (CR) and Official Receipt of payment (OR)
- Duly accomplished and approved Motor Vehicle Inspection Report (MVIR)
- Appropriate Insurance Certificate of Cover (COC)
- Certificate of Emission Compliance (CEC)
- Taxpayer’s Identification Number (TIN)
Procedure:
1. First thing is of course preparation of all the documents. Do not proceed to a specific Land Transportation Office without ensuring that all of these documents are readily available with you.
2. When in an LTO office, proceed to the transaction counters and submit all the documents to the Evaluator. This is for them to evaluate the documentation you’ve compiled and for them to compute all necessary fees.
3. There will be an actual inspection of motor vehicles together with the duly accomplished MVIR.
4. Afterwards, proceed to the Cashier when your name is called for the necessary fees; this is when you’ll obtain an Official Receipt (OR).
5. Lastly, proceed to the Releasing Counter when your name is called to obtain the Certificate of Registration (CR), plates, stickers, and other requested documents.

You can do this in any online district office/extension office.
“For Hire”
Requirements:
- Photocopy of Certificate of Registration (CR) and Official Receipt of payment (OR)
- Duly accomplished and approved Motor Vehicle Inspection Report (MVIR)
- Appropriate Insurance Certificate of Cover (COC)
- Certificate of Emission Compliance (CEC)
- Taxpayer’s Identification Number (TIN)
- Confirmation of Franchise from the LTFRB, in case of for hire
- Valid Motorized Tricycle Operator’s Permit (MTOP) for tricycles only

- NCR Public Utility Vehicle Registration Center (PUVRC)
- Public Utility Vehicle Registration Extension Center (PUVREC) (Pasay City)
- Other Regions Any Online District / Extension Office
Diplomatic
Requirements:
- Photocopy of Certificate of Registration (CR) and Official Receipt of payment (OR)
- Duly accomplished and approved Motor Vehicle Inspection Report (MVIR)
- Appropriate Insurance Certificate of Cover (COC)
- Certificate of Emission Compliance (CEC)
- Taxpayer’s Identification Number (TIN)
- Endorsement from the DFA Protocol’s Office for Diplomatic/Tax Exempt only
Procedure:

Where can you do this?
- Diliman District Office
“Other Exempt Motor Vehicles” (OEV)
Requirements:
- Photocopy of Certificate of Registration (CR) and Official Receipt of payment (OR)
- Duly accomplished and approved Motor Vehicle Inspection Report (MVIR)
- Appropriate Insurance Certificate of Cover (COC)
- Certificate of Emission Compliance (CEC)
- Taxpayer’s Identification Number (TIN)
- Endorsement from the DFA Protocol’s Office for Diplomatic/Tax Exempt only
- Certificate from Subic Bay Metropolitan Authority (SBMA)/Clark Development Corporation (CDC)/Cagayan Export Zone Authority (CEZA) that the motor vehicle is still classified as OEV
Procedure:

Where can you do this?
- Subic District Office
- Aparri District Office
Stolen and Recovered Motor Vehicle
Requirements:
- Photocopy of Certificate of Registration (CR) and Official Receipt of payment
- Appropriate Insurance Certificate of Cover (COC)
- Duly accomplished and approved Motor Vehicle Inspection Report (MVIR)
- Certificate of Emission Compliance (CEC)
- Taxpayer’s Identification Number
- Confirmation of Franchise from the LTFRB, in case of for hire only
- Valid Motorized Tricycle Operator’s Permit (MTOP) for tricycle (TC) only
- Endorsement from the Department of Foreign Affairs (DFA) Protocol’s Office for Diplomatic/Tax Exempt only
- Certificate from SBMA/CDC that the MV is still classified as OEV for other Exempt Vehicle (OEV) only
For stolen & recovered motor vehicles:
- Original copy of the Lifting of general alarm
- Copy of the Alarm Sheet
- Report of Recovery by the PNP or other law enforcement agencies
- PNP Crime Laboratory Report (macro etching report) or NBI report, fully identifying the MV and stating
- therein the tampering done on the engine or chassis, if any
- Confirmation of OR/CR when the registering district office is different from the district office that issued OR/CR

Now that is the process on how you can renew the motor registration vehicle of all types here in the Philippines. As you can see, the process is not that difficult; all you need to do is to invest time and effort in going to the district offices for thousands of people come to renew every single day.
Other tips:
1. NEVER try to approach a fixer. Since Duterte’s term, our dear President do not patronize these fixers or people who can help shorten the process. This might lead to you not being able to get your registration on time or not get it at all.
2. Be as early as you can. If you have an appointment, be sure to be at the office at least 30 minutes before the schedule.
3. Sometimes, some district offices have limited supplies so the outputs might not be given to you right after the process.
4. There is no other organization aside from the LTO who can renew your vehicle registration.
