How to Report Corruption And Bad Experience In Philippine Transportation?

Transportation has never been easier after the sprout of our private transportation providers. Although this is the case, you won’t be able to ride these private transports every single day. Filing a complaint online about bad experiences in your public transport

This is the initial page of the DOTr complaints section. This is where DOTr will try to get personal information to verify your identity. Moreover, these information will be relevant because this will aid the DOTr in the investigation for the complaint you are filing.

The DOTr will contact you for the validation of the information you will fill out. These will be confidential and private so you do not have to worry about anything.

After providing your personal information, clicking Next will lead you to the page where you will be specifying the occurrences. In this section, you will be asked to:

1. Specify the type of complaint

2. Incident date

In this area, you would have to click on the Select Date button and a calendar will appear. This is what you’ll use to specify the date when the occurrence transpired.

3. Incident time

4. Place of occurrence

5. Type of vehicle involved

6. Plate No. (If the vehicle has any)

After specifying those out, you will then be asked to write the details of the incident. This is where you can narrate what happened in detail. Furthermore, you can include things here like witnesses, actions, etc.

Now that we know how to file a complaint in DOTr online, let’s head to the part where you want to report a corrupt employee or malpractice.

Just like the complaints section, this report corruption area will also ask you for your personal information. Again, this will be confidential so you do not have to worry.

Although the complaints section has two pages, the reports corruption section only has one. In this very page, you will:

Enter your personal information
Select the type of corruption you experienced; and;
Narrate the occurrence that transpired in the incident.

In addition to this complaints section, this page also has some reminders to tell everyone if in any case they are planning to file a complaint or corruption.

It requires a vast range of commitment and truthfulness before you proceed and decide on the report.

“Please note of the following:

The Constitution contains the provisions concerning every individual’s right to Due Process.

The Rules on Electronic Evidence cover all civil actions and proceedings as well as quasi-judicial and administrative cases.

In relation to what is being proposed herein, it is provided also that “audio, photographic and video evidence of events, acts or transactions shall be admissible provided that it shall be shown, presented or displayed to the court and shall be identified, explained or authenticated by the person who made the recording or by some other person competent to testify on the accuracy thereof.”

The Rules of Court and pertinent provisions of statutes containing rules on evidence:

The Revised Rules of Administrative Cases in the Civil Service (RRACCS) of November 2011, specifically Section 11 under Rule 3 which deals with disciplinary cases, so that we will be guided accordingly in treating each and every report being sent in by concerned individuals. Section 11 (Requisites of a Valid Complaint), “Except when initiated by the disciplining authority or his/her authorized representative, no complaint against a civil service official or employee shall be given due course unless the same is in writing, subscribed and sworn to by the complainant….”  ”No anonymous complaint shall be entertained unless there is obvious truth merit to the allegations therein or supported by documentary or direct evidence….”  The complaint shall contain the following:

Full name and address of the complainant;
Full name and address of the persons complained of, as well as his/her/their position(s) and office(s);
A narration of the relevant and material facts which shows the acts or omissions allegedly committed;
Certified true copies of documentary evidence and affidavits of other witness(es), if any; and
Certification or statement of non-forum shopping.

The absence of any of the aforementioned requirements may cause the dismissal of the complaint without prejudice to its re-filing upon compliance with the above requirements.The DOTr will not tolerate false reports and information, and the same will be dealt with under the law. “

One way of ensuring a specific country’s change for the better is through honesty and loyalty.
