What Are The State Universities And Colleges, Local Universities And College Covered By The Free Tuition Law Starting 2018?

It was last Thursday  when President Rodrigo Duterte signed a law providing free education for over a million students in public tertiary and vocational schools nationwide. The free tuition law covers a total of 112 state universities and colleges, and 78 local universities and colleges nationwide.


Republic Act 10931 or Universal Access to Quality Tertiary Education Act, which Congress approved in May of last year and was transmitted to the Office of the President on the 5th of July, gives full tuition subsidy for students in State Universities and Colleges (SUCs), local universities and colleges, and state-run technical-vocational schools.

Moreover, according to the Department of Budget and Management’s list, there are eight(8) SUCs in Metro Manila, 49 in the rest of Luzon, 26 in Visayas, and 31 in Mindanao. The list of SUCs totals 114, as there are three entries for Mindanao State University (MSU)-including the MSU Iligan Institute of Technology and the MSU Tawi-Tawi College of Technology and Oceanography.

The Commission on Higher Education (CHED) released on March 15 an additional list of 78 local universities and colleges (LUCs) established by local government units who were eligible to provide free higher education. According to CHED officer-in-charge Prospero de Vera III says the 78 LUCs across the country will no longer collect tuition and fees starting school year 2018 to 2019.

This is after the Commission on Higher Education (CHED), in an en banc meeting on February 13, decided to include the 78 LUCs under the coverage of Republic Act No. 10931 or the free tuition law.

State and Local Universities and Colleges will now be able to enjoy privileges of education without having an expensive cost.

LUCs are educational institutions created by local government units through ordinances and other enabling acts.

Below are the list of both Local and State Universities and colleges now covered by the Universal Access to Quality Tertiary Education Act of 2017:

As per De Vera, CHED will publicize an added batch of eligible LUCS prior to opening of classes this school year 2019 to 2020. Now that you know the list of SUCs and local universities and colleges subject to the new law, you can now have clear vision whether studying in these schools would be beneficial or not.
