Required Information That Will Be Stored And Used In The National ID System

A few months back, we’re able to confirm about the National ID System here in our country. If you try to remember, the reason for this is to have a unified source of identity. Furthermore, this will also be the basis of social welfare and the distinction if a person is a student, a senior citizen, etc. Moreover, the new system will also be present for a uniform and centralized data system. It’s been a real journey that the national ID system is sent for proposal. Lately, the House of Representatives have it on its third and final reading.


Although this is the case, Filipinos still have to wait for the Senate version of the bill for consolidation.

The House Bill 6221 or “Filipino Identification System” will provide for the establishment of National Identification Database System or the Filipino Identification System (FilSys).

As per its campaigners, this National ID system will dramatically speed up the delivery of basic social services to Filipinos.

According to the proposal, the face of the ID card will contain common but unique references such as:

  • A barcode
  • Common Reference Number
  • The owner’s full name
  • Name suffix (if they have any)
  • Date of birth
  • Place of birth
  • Sex
  • Photograph (front-facing)
  • Blood type
  • Permanent Address

In addition to this, the required information for a person to be eligible for the ID card is also part of the proposed measures. The following are also being rooted to be included in the ID card:

On the face of the National ID Card

  • Full Name
  • Name Suffix (if they have any)
  • Common Reference Number (CRN)
  • Date of birth
  • Sex
  • Place of birth
  • A front-facing photograph
  • Permanent Address
  • Blood type
  • Barcode

In the Smart Chip

  • Common Reference Number (CRN)
  • Agency Code
  • Enrollment Date
  • Station ID
  • Sequence Number (Enrollment per station)
  • Full Name
  • Name suffix (if they have any)
  • Date of Birth
  • Sex
  • Place of Birth
  • Marital Status
  • Blood Type
  • Permanent Address
  • Parents’ Full Name
  • Biometrics Information (Right Primary Finger Code, Right Backup Finger Code, Left Primary Finger Code, Left Backup Finger Code, Iris scan, and Facial Image Exception Code
  • Height (in cm)

  • Tax Identification Number (TIN)
  • Distinguishing features

To give you a more detailed explanation of the chip, the agency code, common reference number, enrollment date, and station ID will be permanently embedded into the chip.

Moreover, people who are above 18 will be obliged to register. 

Currently, The Philippine Statistics Authority (PSA) will be the one in charge of the release of the cards. This follows the enactment of the bill.

In another news, the Department of Finance was able to state that an amount of P2 billion will be the alloted for the roll-out of the National ID System in 2018.

Furthermore, the government will now have a means of identifying a person and his eligibility for discounts rather than just asking for identification documents, government numbers, etc.

As per Department of Finance Undersecretary Karl Kendrick Chua, the first cards would be for senior citizens and persons with disabilities (PWDs). Following that, the estimated 5.2 million poorest household in the country.

Since what they aim for this nationalized ID system is for the distinction of class, having a scan or look at the cards would be able to tell if a person can take advantage of medicine discounts, health care, education, commuting, and other more benefits under the law.

“In 2018, we will begin the registration for the cards,” Chua said. “So we are just studying the best way to deliver and at the fastest time,” he added.
