Qualifications, Requirements for Voter’s Registration

Voter registration is a requirement to all Filipino citizens above 18 years old who are willing to vote in any Philippine Elections. Electing a leader is a fundamental political right in any democratic system.


According to Comelec Voter registration page, accomplishing an Application Form for Registration (AFR) does NOT automatically make an applicant a registered voter, you need to file the accomplished Application form to the Election Officer (EO), who is the COMELEC’s local representative in all cities and municipalities in the country.

Filing the accomplished AFR before the EO still does NOT make an applicant a registered voter. Your application has to be approved by the Election Registration Board (ERB), which meets once every quarter only.

When the filed accomplished AFR is approved by the Election Registration Board (ERB), the process of becoming a registered voter is almost complete. The inclusion of the ERB-approved AFR in the Book of Voters (BOV) of the city/municipality/district completes the process of voter registration.

To be able to register and become a registered voter you need to possess these certain qualifications and requirements.


Qualifications for Voter’s Registration

  • Filipino citizen
  • At least eighteen (18) years of age;
  • A resident of the Philippines for at least one (1) year
  • A resident in the place, for at least six months immediately preceding the election, wherein he/she proposes to vote
  • Not disqualified by law

Disqualifications for Voter’s Registration

  • A person who has been sentenced imprisonment for not less than one year, which is not removed by plenary pardon or amnesty;
  • Any person who has been found guilty of rebellion, insurrection, violation of the firearms laws, or any crime against national security; and
  • Insane or incompetent person as declared by competent authority

Requirements for Voter’s Registration

  • Personal appearance in a local COMELEC office
  • 2 valid IDs with the applicant’s photograph, address, and name
    • These are the accepted IDs:
      • Current employee’s ID with the signature of the employer or authorized representative
      • Postal ID
      • Student’s ID or library card, signed by the school authority
      • Senior Citizen’s ID
      • Driver’s license
      • NBI/PNP clearance
      • Passport;
      • SSS/GSIS ID;
      • Integrated Bar of the Philippines (IBP) ID;
      • License issued by the Professional Regulatory Commission (PRC) and
      • Any other ID which fits the criteria

Mandatory Biometric Capture

Due to the new law signed by Pres. Benigno Aquino III last 15 February 2013, all voter registration records are mandated to have biometrics information.

All new applications already require the mandatory capture of the applicants’ biometrics using the COMELEC’s Voter Registration Machine (VRM), which utilizes a digital camera, a fingerprint scanner and a signature pad.

All previously registered voters without biometrics are required to subject themselves to biometrics capture through the validation procedure. Failure to do so before 31 October 2015 would cause COMELEC to deactivate the concerned registration records resulting to the non-allowing to vote in May 2016 of the affected voters.
