How to claim Driver’s License card for OFW from Qatar, Bahrain and Saudi Arabia

Back in year 2014, The Land Transportation Office has experienced a shortage in license cards since the supplier failed to deliver due to port congestion, that causes a lot of complaints to the drivers. In line with the pronouncement of President Rodrigo Roa Duterte, the DOTr-LTO has issued Administrative Order No. 2016-34, which became effective 08 October 2016, extending the validity of Driver’s Licenses and Conductor’s Licenses to five (5) years. However, due to system adjustment, the processing of the licenses with five (5)-year validity shall be made in batches, Licenses processed prior to the scheduled date shall have a three (3)-year validity period. According to them, hopefully by August this year they may start issuing the five-year valid plastic license cards to drivers and currently takings steps to augment our supply of plastic license cards.


Unfortunately, based on the Advisory posted dated 08 December 2016 in their official website, stated that “TO ALL HOLDERS OF TEMPORARY DRIVER’S LICENSE, please be advised that the plastic license cards are not yet available. We will issue an announcement once the plastic cards are available. “As of now, only Overseas Filipino Workers are given priority in the issuance of plastic license cards, subject to the submission of supporting documents such as passport, employment contract, plane ticket, and/or POEA- or OWWA-issued/verified document.”

Finally, on their latest Advisory dated 11 May 2017. The official website of the Department of Transportation / Land Transportation Office published a NOTICE TO THE PUBLIC attention to all OFW with unclaimed driver’s license from QATAR, BAHRAIN and SAUDI ARABIA, that they will finally be able to issue all OFW Driver’s License card.

I will show you the step-by-step instructions to claim your Driver’s License card.

Step 1: Log-in to the LTO official website www.lto.gov.ph to download your application form.

Step 2: Fill up the Application Form correctly with your personal Information, your address and your contact details. Then, select Embassy for Claiming of Driver’s License Card.

Step 3: Scan the application form and requirements

Requirements:

  • Scanned passport showing identification and photo and passport page showing arrival stamp at current country
  • Scanned LTO Driver’s License Official Receipt
  • Soft copy of 2×2 Picture w/ blue background

Step 4: Send your scanned application form and requirements to [email protected]

Step 5: Wait for an email notification from LTO for the delivery date

Step 6: Claim your Driver’s License card. Go to the embassy you have selected on your application form to claim your Driver’s License card. Just in case bring your valid ID.
